The West Virginia Secretary of State's Office now allowes West Virginians to register to vote online. Please use the links below to check the status of your registration, update or change your registration, or register for the first time. How do I request and submit an absentee paper ballot or vote in person?

  1. Apply online at to receive a ballot.  Track your application thru the online portal with your emailed receipt or a PDF of your application. 

  2. Applications can also be requested from the Monongalia County Clerk at (304) 291-7230, by fax, (304) 291-7233, by mail (Monongalia County Clerk, 243 High St., Courthouse Room 123, Morgantown, WV 26505-5491),

  3. Applications will also be delivered as an insert in the newspaper for delivery to both subscribers and non-subscribers, expecting to reach approximately 35,000 boxes. 

  4. Previousy requested absentee ballots will begin to be mailed on September 18th. 

  5. Completed ballots must be returned using the postal mail or be delivered by hand to the County Clerk’s Office no later than the day before the Election.  The postage is already paid on the return ballot.  There is no cost for the voter to return their ballot by mail.

  6. Our local Postmaster works closely with the Monongalia County Clerk and voters should not experience any difficulty using the postal service for the delivery of their ballot

  7. Early Voting runs from October 21 - October 31.  Early Voting will take place at 4 sites for the General Election. Hours will be 9:00 a.m. to 5:00 p.m.

  8. Vote in person on Election Day, Tuesday, November 3, 2020 from 6:30 a.m. to 7:30 p.m.

  9. As in the Primary, all voters who wish to vote in person at either Early Voting or on Election Day should feel comfortable appearing to vote in person.  All precaution swill be taken.
